    Yes. Right click and as an administrator. Many time. Just only command line helps to run instalation. Windows Vista 32bit EN SP2.

    I have same problem on my Windows Vista 32bit. Try to run installer BTsync.exe and no action. Solved: I run BTsync.exe from command line via cmd.exe. Now is working.
