Wget For Windows - Where Do I Get It

At this link,


it says:


Wget for Windows

  1. Put the 5 attached files to a separate folder on your PC (for example D:\wget). 
  2. In Command Line navigate to the folder where you've put the attached files using command cd( just type cd D:\wget). 
  3. Once in the folder, type this command:

What 5 files? I don't see any attachment.

Thanks. I went to with my browser


and then  I choose notepad to open the file and I got the following:



  "trackers" :
    {"addr" : ""},
    {"addr" : ""},
    {"addr" : "zz.yy.ww.xx:uuuu"}
  "relays" :
    {"addr" : "xx.yyy.zzz.www.:uuuu"},
    {"addr" : ""}
  "mobile_push_proxies" :
    {"addr" : "yy.xx.zzz.www:uuuu"}


Is this the type of info I should be seeing? Note: I have replaced the numbers with letters.
