Static IP address and port number for predefined hosts

It is possible to specify a "predefined host" for syncing with an IP address and port. For this specification, what port is being referred to ? For syncing with a device across the Internet that has a static IP address, how does one know whether that port is available/open for such access ? Thanks, Howard
