Why Do I Now Need An Account To Use Btsync?

Today, I reinstalled my OS. When I put BTSync back on my computer and opened up the local web interface (from http://localhost:8888/gui/), it asked me to create an account and agree to privacy policies.

 

I don't remember doing this before. I know the previous client required no cloud accounts and could sync over a local network even with no internet connection. Is BTSync changing to a cloud service now?
