Understand if a peer is syncing

I have 2 ipads that are giving me troubles.

Anyway, with this topic I wish to understand one thing: if I read on btsync web interface that my ipad is 'synced on 11/15/13 10.29:30' does that means:

  1. the last successful sync was at that date/time and there's something wrong now, so it can't sync anymore (and change the date/time as of now)?
  2. Nothing has changed in the data I'm syncing, so it doesn't need to change the date/time?

It means both - it denotes the last time the folder was Sync'd (i.e. the last time that changes were detected and subsequently finished transferring)
