Windows Server 2016: this happens when sharing a single file from a directory.

The user than runs resilio has definitely full access to the file and the directory (he can open, read, write file in explorer). But the folder has limits to other users (so not all users have read access for instance).

what could be the reason?

the reason for "don't have permission to open file" is that Sync does not have permission to open the file. What user Sync runs with? and what are the permissions for the folder and it's parent folders?
