Cannot get Sync working on Windows 10 x64 anymore

Yesterday I tried to move some large backup files into my sync folder on one my devices (about 8gb each).  Sync hung up and failed while syncing so I rebooted the system and after that Sync is completely uncooperative no matter what I try.

Generally speaking the issue is that the sync process automatically starts and shows in the task manager, but this machine never shows up as online with my other system it is paired with.  Furthermore, the icon never appears in the system tray so I can't access sync.

I have completely uninstalled sync, told it to remove all settings, then rebooted the system, reinstalled sync, rebooted and the same thing happens.  I have uninstalled it and tried to 'clean install it no less than a dozen times in the last day.  Including going into the registry and trying to remove every last trace of sync from the registry as well as ensuring the folder in %appdata% is totally gone (all this being done after it was uninstalled and then rebooted to ensure no Resilio process was running).

If I just leave it running for a few hours the log file in %appdata% continues to grow and grow and grow. The process in task manager appears to be just idling and taking ~1% of CPU with no sign of hanging.

What is going on here and how can I get Resilio working on this system again?

Running as an app versus the service is just fine and I have it as an app on most of my systems.

Here's what I have discovered.  If I reboot the system the Resilio service (or app) automatically starts and I can see the process in the task manager. If I just leave it be and come back about 2-4 hours later it finally loads in the system tray.  I can then open it, but as soon as I go to the advanced settings and try to turn off UPnP (I have a cisco firewall that does not support UPnP) and manually set a port, the task hangs and shows as Not Responding in the Task Manager and it will stay hung forever (I left it running for 12 hours to see if it would unstick itself).

I also have tried installing as the service and the behavior is similar except that upon trying to disable UPnP and manually set a port the web server stops responding, but at least the resilio sync process is not hung or showing 'Not Responding'  currently waiting to see if it will resolve itself.

For the life of me, I cannot figure out why it is causing so much trouble when I had it working on this computer for the last 3 years with no issue.  Nor can I understand why doing a full uninstall and removing settings doesn't resolve this issue and why it takes forever for the process to startup (there are not even any shared folders since I did the uninstall with 'remove all settings' enabled).

I'm trying to figure out if I can at least manually change the settings.dat file so UPnP is disabled when the process does fire up, but the layout of the settings file pretty confusing and I'm not even sure I can safely edit it with a text editor?

Also this is a pretty simple system. It has latest Windows 10 x64 installed and fully patched with 21H1 (maybe that's the issue?) and the only software installed is a weather station monitoring program and resilio and some google chrome apps. It primarily is just acting as a weather station and NAS to hold backup images and files.  So it's not like it's a system that has a ton of apps installed.  Just using Windows defender and Windows firewall, too.

ok this really seems to be some kind of strange hang that is occurring.... Resilio does work but takes about an hour to actually load and then if I try to alter or change the settings it hangs for another hour or two.

Anyone have any idea what could possibly causing it to hang and be so unresponsive???
