blocking peer temporarily

It's not critical. It means that the mentioned peer 192.168.21.2 didn't download (pick) any file pieces (for example, too busy, slow disk, slow router, etc), so our local peer terminated transfer for a while. This shall be resumed once the remote peer is ready to get the files again.
