I think, administrator should check this link which available on official page of BTSync. Because I'm too can't download this file from general page.The links are all valid, and all work correctly - perhaps there is some filter/blocking on your network/ISP, or indeed country, which prevents you from downloading from the links provided ...or perhaps your IP has been banned/blacklisted?
