I have different Windows 10 computers with build 2004 without installation problems. On all as service installed. Due you try to delete all Resilio components on your computer, also APP data, registry entries and so one and to make a very green new installation?

Please, 3 things:
- the current Android APP is v2.6.3 and doesnt fit this thread for the new v2.7.1 its in addition not for smartphones
- open a extra thread for that, or search for an open one, which fits to the issue
- a description of all: device, OS and version, in which way installed etc. etc.
All that helps to work on solutions.

So the modification from 28888 to 28889 is needed, if any conflicts arise? Because after updating from v2.7.0 to v2.7.1 the port 28888 still is setted. Doe you know, for what Synology needs the port 28888?

Basically, this is not decisive. BTW, on my servers it is the same. It is important that Resilio has unrestricted access as a user or group. In the root directories and the subdirectories. So maybe a membership in the admin is good, I didn't know.

Maybe is needed to adjust the permissions in the whole. E.g. in my Synologys the Resilio user "rslsync" is member of the admin group. This setting is done from the installation package I can use and works well.

Or doe you mean, you had installed that package and now you have the Package of QNAP Appstore or package center?

On my Synologys the Port is 28888. Doe you install the ready install package from Resilio or was manual? If you use the package, you have a shortcut on your QNAP GUI to Start or open with the right adress?

Are you sure, that no Ignore Pattern activated, which relate to this issue?
If nothing help, maybe is good, to stop Resilio service, delete the database, start resilio service again. Maybe Resilio make any database updates in the past to solve any issues.

You need some tests. The command seems to be
sudo sysctl fs.inotify.max_user_watches=XXXXX
and xxxxx is variable. You also can execute in PuTTY or similar. If is running you need to check, if also activated after a reboot. If not, you need a task on boot. This you can implement in
DSM > System Control > Taskmanager > Create > User defined script
and as content the above command is used on boot.

Its better to describe details and to answer requests to understand the issue. If I only look to the given, it seems for me you have any permission problem to solve.

I suspect you have to store a cron in the crontab or a task at boot in the task planner in the control panel.

If you have all the old data as backup, stop resilio service and restore the folder
/volume1/@appstore/resiliosync/var/
The new fingerprint will use for the old data, are stored in a subfolder, like
/volume1/@appstore/resiliosync/var/.SyncUser1234567890/
