It's most likely the provider that you're using that is blocking based on the message you're getting. -

They are both TCP and UDP. And there is no magic "list" that will work. It's just the port set in Sync's preferences. -
Did it tell you what protocol the data was? Did you actually look at the packets using a packetsniffer to see what they were?

Check the devices tab in the main window. The icons there reflect the connection type. -
1.1.48 clients can't talk to 1.1.15 clients. What part of the upgrade have you completed so far?

It will help performance if you open and forward the ports used by sync. Outbound from any to any. Inbound from any to the listen port defined in preferences. -

It's either the timezone or the actual clocks on the devices that, after being normalized to a single common timezone, have the system clock more than 10 minutes in the difference. Get them syncronized. -
Personally, I would call out anyone that turns their nose up like that. They are effectively brainwashed by the *AAs propaganda if they truly believe that.And if they want proof that BitTorrent as a technology isn't illegal, all you need to do is point them in the direction of Blizzard Entertainment.

0.0.0.0 when binding on a server is equivalent to asking to bind to all addresses. Attempting to bind to an IP address that isn't directly on the device will fail. -
There are certain versions where backwards compatibility can't go back any farther. http://forum.bittorrent.com/topic/19228- will specify such breaks.
